The first reference in the Known Issues section of
http://support.microsoft.com/kb/939653 (KB article for the IE update
released on 09 Oct-07) points you to the following KB article:

Error message after you install a Windows Internet Explorer 7 update from
Windows Update or from Microsoft Update: "Webpage cannot be displayed"

My recommendation:

1. Uninstall all Norton software via Add/Remove Programs.

2. Enable the Windows Firewall.

3. Run this removal tool:
http://service1.symantec.com/SUPPORT...05033108162039

4. Immediately install the 30-day free trial version of, e.g., NOD32* or
KAV7**

5. Manually update your new anti-virus application then run a full system
scan.

Do your problems persist now? Can you get a refund from Symantec for
breaking the functionality of your computer?

[Don't forget to subscribe to your new AV app before the free-trial period
runs out!]
