That is normal and as it should be.
The Windows/Microsoft Update History is just that, a history and not a list
of what is currently installed.
Since IE-7 was installed through Windows/Microsoft Update at one time, the
history will show a successful installation in the history.
Go to Windows/Microsoft Update.
On the left side there is a button similar to "Restore hidden updates"
Press it.
Do you now get an option to install IE-7?
