I have run into the same problem. Here is something that worked for me.
Click on the icon of the webcam next to your display pic and select send my
webcam. Have your contact do the same and make sure you both have
established a connection. Now once you are sure the video is working click
the call button make sure you use just the regular call and not the video
call.
This works for me. Probably has something to do with what ports are being
used to send the traffic.
