Greetings Janet,
maricopa.edu may have made an agreement with Microsoft (sometimes occurring if they've
deployed Live Communications Server with Federation access) which is stopping Passports from
being created on that domain.
Unfortunately there isn't anything you can do about this, except to use different addresses.
