You should check to see if the Everyone group is a member of the Guest
group.
Essentially, if the logged in user is a member of the BUILTIN\Guests group
(directory or indirectly) it will cause the AU notification to fail.
Typically you will see the notification, but it will go away as soon as you
try to click on it.

It seems the problem only occurs with Defender definition updates or
malicious software removal tool, becuase IE7 was just pushed to me and the
icon is staying in the taskbar. I will try your advice, but just wondering
why it only seems to be happening in those situations.
