Are you trying to download and install Jalbum 8.0 by Jalbum?

If so, I think the correct address should be: http://jalbum.net/software

I got the following file name: Jalbum-install.exe

Try the JAlbum forums. I found it useful when I was modifying a theme. I
even got help from the guy who created the original one.

Vista Home Basic here. Downloaded Jalbum-install.exe here with NO
problem.

And it installs fine and runs fine. No .bat files, nothing.
