Presenting the SP2 update with a fine clean machine slides it in better,
but the time and care involved with that approach may not suit you.
Here are a couple of less involved things you might want to try:
Gpedit.msc should be in Windows' system32 subdirectory. Running
"system files check" should restore it and any other missing files.
start > run > type in: sfc /scannow > OK > be patient. Windows
File Protection takes a while and is likely to ask you to put your
Windows installation CD in the drive at some point.

Thought I would give it one more try. Since upgrading to SP2 I cannot
download critical updates from Microsoft for Windows. I followed the
error messages links found in Event Viewer to a KB that led me to a
way to verify that BITS is correctly configured by switching it to
Manual mode.
When I clicked on Start after doing this I got the error 0x80070005
and when I found the KB on that I got a work around that I cannot do
because Windows cannot find Gpedit.msc.
Is there a way to solve the BITS problem caused by SP2 without
re-installing XP? Will SP3 or SP4 help?
