Sometimes have problems with files or locked programs. Simple way to try and
free everything up is to open task manager (ctrl/alt/del) and go to the
processes tab. Highlight explorer.exe (may be several copies running) right
click and "end task". OK the warning. Then click "file"/ "New Task (run)" and
in the window type explorer.exe. Hit enter. this will bring back all the
stuff that disappeared from the desktop when you shut it down, but seems to
get most things running happily again. Much quicker and simpler than a full
reboot.
