As noted, and documented, the remote console computer and the server must be
in the same *DOMAIN*.
Domain Authentication is required to support a remote console session.

This is good, but not enough.
Now, despite the domain "requirement" of the product, there is a method by
which you can establish the necessary trust between the workstation and the
server to run a remote console.
[a] The account name that is logged on at the workstation must also exist on
the server, and be a member of the WSUS Administrators or local
Administrators group.
[b] The account password must be identical for both instances of the
account.
You should recognize that configuring accounts like this violates every
principle of "security best practices" that exists, but it will permit you
to connect a WSUS remote console to a WSUS server in a workgroup
environment.
