Drag an unoccupied section of the taskbar in the direction you want to
go. If you try dragging inside edges you will be changing its size
and not the position.

Thanks for reply!

I know how to move the taskbar. I tried to create another user account,
and I can move the taskbar in that account. So I suspect there is
something wrong in the HKCU registry. My idea is, there must be some
registry value recording where is the position of the taskbar. If I can
change the value directly to where I want, I don't have to move the
taskbar. After some experiments, I suspect the value may be stored in
HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Explorer,
but I don't know exactly where it is.

You were almost there.
HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Explorer\Advanced
in the right window scroll down to find "TaskBarSizeMove" REG_DWORD
0X00000000 (0)

If you Should have TaskBarSizeMove you can create a new DWORD value
with that name if not.

I just noticed when I reread your original post you said "However, the
taskbar CAN move and
resize in the Safe Mode". That should mean you got the taskbar moved
to where you wanted it. Is that correct?
Now, do you still have the same problem moving the taskbar for that
account by unlocking then dragging?
If not, I see no need to start changing things in the Registry.
If however the problem reoccurs in just that one user account, because
as you said; "I could reposition the taskbar in SafeMode"
then the Registry would not be my first suspect for the initial cause.
I would first be looking at all 3rd party software installed
for the user account in question. Why, because you have said you
created another user account (you did not say what type)
and you can move the taskbar as one would normally. If some piece of
software changed the Registry to begin with in this account
the chances are, even if you change the setting in the Registry for
that user I would think it will only get changed back at some later
point in time.

Thanks for your suggestion, I found that it is the software "Pitaschio"
which locks the taskbar. Fortunately there is an associative option
allows me to turn off the locking. Thank you!

I wanted to add a final note. From what you have said in your other
threads to this post
I assume you have been using only one user account which would be a
admin account for your day to day
operations. If that is correct you should be using a standard account
for your normal day to day computing activities.
All you need to do is create another user account under the TYPE
admin. Don't do anything but name it and
give it a TYPE no password. Log off the account from which you
created the new admin account. Open the new
admin user account let it configure and then password protect it.
Before you forget the password create a reset password disk
and put it in a safe place. Now you can login to the old user account
(I assume is type admin) you have been operating out of and change
only the
TYPE of account to standard user. This way you don't have to move
files and such or anything else.
Only use the new admin account when it is necessary and operate from
your standard user account.
Using a standard user account is especially important for/when
installing 3rd party software.
