Try this
Disconnect from the Internet
In services.msc
Make sure the following are set to automatic.
Automatic Updates
Background Intelligent Transfer Service
Reboot (Stay disconnected)
Control Panel-System-Automatic update tab.
Choose to be notified when updates are ready.
Connect to the Internet.
Ignore the pop-up telling you updates are ready-hit cancel.
This may pop-up again before windows update website loads-hit cancel.
Now go to windows update and try again.
