You cannot uninstall IE7 in Vista.

KB951978 *requires* that Vista SP1 be installed (cf. Prerequisites section

options:
1. Uninstall "Update for Windows Vista (KB951978)" (if found/if possible)
via Control Panel | Security | Windows Update | View installed updates and
reboot; or
2. Run Windows Update manually, unhide Vista SP1 & install it.
