I'm not sure I would have installed WinXP SP3 if you were already having
problems. Did you install WinXP SP3 via Automatic Updates, Microsoft Update
website, or manually?

OneCare is a third-party security application, albeit from a division of MS.
OneCare includes both Defender and its own firewall so you should not have
Defender (standalone) installed and the Windows Firewall should be disabled.

Before you installed OneCare, had you been running without any anti-virus
application whatsoever?

Has a Norton or McAfee application ever been installed (e.g., a free trial
version preinstalled on the machine when you purchased it)?

I'm not too sure you're getting your updates via Windows Update or Microsoft
Update.

Normally, I'd recommend trying Resolution Method 2 in this KB article
(ignore the title, if need be) to resolve that error:

However, your log suggests that the machine's updating via an WSUS server
and the error's pointing to a WSUS software-related update:

Did you ever reinstall the services?

There may be a problem with the services which is preventing you from
stopping and starting the same.

It's not & my bad, so don't hit WSUS just yet.

My bad. Further digging that I should have done before my previous reply (@
2:15 AM!) tells me that the above is NOT pointing to WSUS but the newest
version of Windows Update Agent; cf.
http://blogs.technet.com/mu/archive/...ws-update.aspx).
*That* is what's failing to install.

We may have a winner! Norton apps are notorious for not uninstalling
cleanly. Download/run this removal tool & reboot:

Now you could wait for AU to kick-in again, run it manually (Start | Run |

That should be the fix, Todd. My apologies: I mistakenly misremembered that
Method 2 in KB943144 included the /wuforce command.

No, and this is most likely the cause of your other problems.

Now that you've manually installed the latest version, can you stop the service
or does it still fail to stop properly?

Are you doing Repair Installs or Clean Installs? Are you using a WinXP CD
w/SP3 slipstreamed to do the reinstalls? Are you doing these reinstalls
only because of the AU/WU issue?

What anti-virus application or security suite are you installing after each
reinstall? What anti-spyware applications (other than Defender)? What
third-party firewall (if any)? If you're doing Repair Installs, has a
Norton or McAfee application ever been installed on the machine?

OK, at least this provides a way to test any possible fixes immediately.

Let's try this:

Using the Services control panel, change the startup option for wuauserv to
"manual". Reboot the computer. Check that wuauserv is stopped.

Reinstall the latest version of the WUA with the /wuforce flag:

Does the installer claim to have succeeded? Wuauserv should now be running.
Check that it is.

Now see if you can stop wuauserv. If you can't, post the last hundred lines
from WindowsUpdate.log.

If you can, change the startup option for wuauserv back to "automatic". Reboot
the computer. Check that wuauserv is running; check whether you can still stop it.

Try using bitsadmin (from a cmd window) to get more clues:

bitsadmin /util /version /verbose

Note: the same command also provides a repair option.

Otherwise I would try using ProcMon to find out what is going on,
e.g. to at least supplement your "complaining" symptom description. ; )
