Was Internet Options available after you uninstalled IE8 & returned your
Vista SP2 computer to IE7?
Does pressing ALT make Menu bar (and therefore Tools | Internet Options)
temporarily available?
What anti-spyware applications (other than Defender) are installed? What
third-party firewall (if any)? Was AVG and any of these applications
running in the background when you installed/uninstalled IE8 or installed
SP2?
Has a Norton or McAfee application ever been installed on this machine
(e.g., a free-trial version that came preinstalled when you bought it)?

I've got a machine here and I can't use the internet options from control
panel.
Up top in the explorer window there's only the address bar. when I hit F10
to bring down a menu bar, it won't do it....
I've uninstalled AVG, ran Malwarebytes, did chkdsk c:/f, defrag, sfc
/scannow, uninstalled and reinstalled IE from the Add/Remove Windows
Components....all to no avail....
Hmmmm, what's the next step to clean up IE8?
