This machine appears to have no target group membership, thus is not
detecting any approved updates.

It does, however, beg the question of what you changed in these four policy
changes in the six hours after the provided detection.
Perhaps you should run the command: wuauclt /resetauthorization /detectnow
and post a fresh logfile representing all of the policy changes to date?
