Can you start services.msc, and see if the BITS service is disabled?

I went on to BITS and it says under the Log On tab in the hardware profile
that it's enabled. however in the service status it says "stopped." i tried
to start it, but it keeps say:

"windows could not start the background intelligent transfer service on
local computer. for information, review the system even: log. if this is a
non-microsoft service, contact the service vendor, and refer to
service-specific error code-2147024891."

so what do i do now?

Review the System Event log? Hint: use the Event Viewer.
E.g. Run... eventvwr, pick System and see if there are any
error records about the time of the problem.

BTW if you followed the directions of that error message you showed us
the service vendor could interpret that the problem was code 80070005
( -2147024891 == FFFFFFFF80070005)

In that case you could try a search on Google Groups such as

80070005 OR 0x80070005 MSFT OR MVP group:microsoft.*.windowsupdate

Use Sort by date to get the current thinking (but perhaps have to wade
through some repetition to see a variety of suggestions)

QUnder the Log On tab, log on as Local System account and start again.
