I assume that you do know that the VPC2007 does *not* come with any
kind of operating system in the virtual machines you create...
But if not:
You are supposed to supply an installation media (either an
installation CD or the ISO file equivalent of this) for the chosen
operating system. If it is Windows then you need a full version, not
an upgrade or an OEM because you need a license for this machine just
like you would for a physical PC...
Then you boot the virtual machine off of this CD and run the operating
system installation in the normal way.
