No. ActiveSync is needed for Internet passthrough. The only thing you
can do without installing ActiveSync is send and receive files via IR
(with a computer that has an IR receiver on it).
Most computers that are locked down also prevent you from installing
new hardware - which means that the USB driver couldn't even be
installed to communicate with the computer.
