I'm seeing this same issue on an Inspiron 1545 running Vista Home
Premium SP2 and 2GB of RAM. At first, I thought it was a driver issue
and I couldn't find the problem. Since it was a clean install, I
decided to reinstall and watch the control panel after everything I
installed. The first time I downloaded the latest drivers off of the
website, the 2nd time through I used the Dell driver cd that came with
the computer. The control panel started locking up as soon as I
installed Avast. I just removed it and rebooted. Now the problem is
gone. Just letting everyone know.
