Have you checked if IPv6 is disabled? If so, please start it. Then enable on the NIC and set the following registry key:
HKLM\system\ccs\services\Tcpip6\Parameters\disable dComponents=0
Then reboot the server to see if the issue persists. You may refer to below article for detailed steps:

BTW, please temporarily disable all 3rd party firewalls and anti-virus programs(possible AVG software) for test purpose as well.
