I've migrated an SBS 2003 to SBS 2008 with the router at 10.25.25.1, so that
shouldn't be a block.

I don't know whether the router must respond to UPNP or not--you might turn
that on in the router, if available, just in case.

Hello,

Thanks for your post and Bill's input.

Have you checked if IPv6 is disabled? If so, please start it. Then enable on the NIC and set the following registry key:
HKLM\system\ccs\services\Tcpip6\Parameters\disable dComponents=0

Then reboot the server to see if the issue persists. You may refer to below article for detailed steps:

BTW, please temporarily disable all 3rd party firewalls and anti-virus programs(possible AVG software) for test purpose as well.

Sorry to know the provided suggestions didn't work this time. I am not sure if you run the Fix My Network Wizard (FNCW) to have a check.
