If the files are in use, close the program that uses the files. Then delete
the files. Simple. You don't need a program to do that. If the files are
open by "unknown" programs and you have closed down everthing that is
running, then you are most likely trying to delete system files. DON'T DO
IT.
If you must screw with your system, wipe your PC clean and install Ubuntu.
With Ubuntu, you can't do any real work anyway so whatever you delete will
be no big deal.
