Find somebody with win9x experience to make the installer for you.

Given that finding someone else is not an option, what is the best way
to go about making the installer. Right now I'm pretty much at writing
vc++ to do each step in the current inf.

For PnP drivers, the right thing is to preinstall the driver and
let the PnP do it's magic - exactly as on win2k+.
On win9x, just copy the INF to %windir%\inf and other files to their
destinations (%windir%\system or whatever).
