Hey,
I think you're right that the section is not entirely clear. Either you
would need to manually initiate scavenging, or you would need to
re-enable automatic scavenging.
Do note that step 2 would mean records can get stale and that
time-stamps are enforced. However, without the automatic (or manual
process) nothing would be removed.
