You can not effect some kinks of repairs to the partition that the operating
system resides upon while the operating system is running. Therefore you
have to reboot so the repairs can be made - if necessary.

Use Event Viewer. Look for "wininit" under application logs.

I am using Vista so I can only do a scandisk during a reboot for some
reason. Where does it write the log file to?

The reason I ask is because half the time my computer won't boot, it just
hangs at Microsoft's little meter counter thing and I have to force a
shutdown with the power button and reboot until it works and I'd be amazed
if there aren't errors on my disk. I don't know what's causing it
(obviously).
