Open Windows Mail > at the top, menu bar, Tools > Options > Spelling ......
Under the Language heading, there is a pointer to the far right, click it
Select a language OTHER THAN English, click APPLY
Click the pointer again, this time choose English, click Apply/OK.

By the way, on the same window, have you put a checkmark in the first box, "
Always check spelling before sending " ?

P.S. I was told by one so-called MVP that menu bar is hidden by default, and
it is waste of time to tell you to click Tools because you won't be able to
find it.
Is your menu bar hidden ?
