One of the hard parts of doing this is determining what should be moved to
archive. If you happen to be on R2 version or the storage is on on 2003 R2
or better, you can use FSRM to determin which files are candidates to move.
Perhaps then take this list to a script or better, powershell that moves the
files off to cheaper space.

I use a similar approach with a Manufacturing company and their CAD files.

After 90 days the idle CAd files are moved to one of four 1TB USB drives.
Different product lines have seperate drives. Still they are facing some
business decisions about what to do for longer term storage. They had been
using an old tape unit but reliability and media costs are driving them
towards cheap disks.
