Do you know if Killsync has been modified to keep ASync closed?

WMP now relaunches ASync if it's used after it's killed... all the 3.8
tricks don't seem to work well with 4.x

No it hasn't been modified to keep AS closed. It's designed to end the
processes running on the PC not adjust the registry settings to restart
ActiveSync after a reboot.
