There are actually three different DST patches you may need to apply (and in
this order)
1) for the OS.
Vista doesn't need it, but XP might depending on your Update settings.
- look for the WindowsXP-KB933360-x86-ENU_XP.exe patch.
2) for Outlook (this has been recently updated)

- look for OutlookTimeZoneMove.exe (the old tool used to be called
tzmove.exe)
- once installed, this new tool creates a Program Group called "Microsoft
Office Outlook Tools\Time Zone Data Update Tool" where you can specify which
time zone you want to change,
3) for your Mobile Device (there's a more recent update than the Feb08
update you used)

Also, another old trick that's been floating around for the Mobile Device.
After patching, change the timezone to something different, tap [OK], then
change back to your normal time zone. Otherwise, the changes might not
stick.
