In general, yes. If the drive requires a driver that Windows does not have
a generic replacement for, then in that specific case no. But standard IDE
and most all SATA drives will be seen in Safe Mode fine.

No, the GUI does not load for "Safe Mode with Command Prompt". However,
you could also boot into the command prompt from "System Recovery
Options" using the Vista installation DVD as an option as well to.

Nope, as advertised that mode only brings up a command prompt; no GUI. Yes,
you will have a command box that you can type commands into.
