Depending on the type of money you want to invest, there are numerous
archiving tools. On the high side, there is Zantaz, which requires a
separate SQL server and separate server for the Zantaz installation.

First archive the emails so it reduces the mailbox sizes, then have
your users, or yourself (to make sure it's done right), move all the
data from their PSTs into their mailboxes, which then GFI will archive.
