Try using DependencyWalker's Profiler feature to trace the action
of the regsvr32.exe with that operand then.
Others have used this technique to discover problems such as
otherwise hidden missing or unregistered secondary .dlls.

In that case I suppose the problem .dlls would have to be ones
which the service pack would not touch. I don't know how likely
that would be and still be sufficiently important to cause the error.
Simple enough to test?
