Ensure that the BITS service is running before trying to access it.

Click Start, Click Run, type: services.msc
When the Services windows opens, check that the following services are started, and
set to Automatic:
a. Automatic Updates
b. Background Intelligent Transfer Service
Close the Services window.

Note: The Startup Type of BITS can be "Automatic" or "Manual"; the Event log service
is enabled on all of the hardware profiles, which does not have an option to enable
or disable on certain hardware profile.
