Where is the Upstream Server?

Sounds like the ISAServer is blocking access to the Internet for those
client machines, or access to the http protocol, or maybe those clients do
not have WinHTTP properly configured to use the ISA2006 proxy server.
0x80072efd is an error code that means the destination machine is not
responding. Either it's not there, or it's not configured to listen on the
destination port, or the URLs are incorrect, or DNS is not working, or a
router is dropping the packets, or a proxy server is blocking the packets
(and not responding with an appropriate 403 error code) ,or -- the one that
does seem most likely in this case -- the clients aren't sending the
download request to the proxy server for handling.
Providing the *complete* set of log entries for the entire detection event
from the start of the detection through the end of the reporting event, as
well as the output from the Client Diagnostic Tool, would also be helpful to
provide a more relevant response.
