I have done all the stuff suggested here for the error 0x80246008 and it did
nothing. I am a little irritated that nobody has actually mentioned the fix
that worked for me.
My co-worker was doing a bunch of research to fix another machine with a
different error and was running the "proxycfg.exe" program to determine
whether or not the BITS was using a proxy or not. When we saw that my Win2000
server did not have the right version of "proxycfg.exe" and that it did not
even run right, he had me copy in the right one from a local network share.
The old one was dated 2001. Now the new one is about the same age as the
"%winsysdir%\bits\qmgr.dll" (2004).
When I did that it ran and properly reported no proxy ... but after that the
updates started downloading too. All fixed!
I did a search on this forum for error "0x80246008" and "proxycfg.exe" and
got no hits. Hopefully you find this post before you give up like I almost
have.
