Greetings Ken,
Groove does have Messenger integration, which is why you're seeing this. The tiptsf.dll is
part of the Tablet PC Inout Panel (known as the 'tip').
What Windows version are you using exactly? As a first attempt though, you might try
updating Messenger to 8.5, as this may directly or indirectly fix the problem:

Windows Live Messenger is set to not automatically run at Windows Startup. I rarely open
Windows Live Messenger. I needed to install it when I installed both a Microsoft LifeCam and
