I've read the posts in this thread -- quite a few are due to being behind an
inproperly configured Firewall. I have no personal firewall; I'm behind a
corporate firewall. To see if this was the culprit, I had my co-worker try to
download the SP2 code and his worked perfectly - it isn't a firewall issue in
my case. When I click on the "Install..." button, I instantly get that error
that the SP2 was not installed, then the message about not accepting the
EULA. I NEVER get a chance to say accept or not. I have cleared all IE
temporary files, cleared the cache, and deleted cookies. I have gone to the
IE Security settings and set it to Low. No change. What do I have to do to
get that *&%^# EULA acceptance stuff to re-appear? I want to accept it, but
never get asked to do so!!!

You haven't given us any clue whether you are using WUv4 or WUv5.
If it is the former it would be a good idea to get upgraded to WUv5.
Then try again, and look for clues in WindowsUpdate.log

Yes... im with "W6jhb".. i do not use a firewall, and im getting the same
exact problem.. i cant do windows update cause it doesnt ask me for the eula
yes or no, and then it says it has to.. can anyone please help, you can email
me, reply here, please...
