Under

Start->Settings->Control Panel->Administrative Tools
->Local Security Policy->Local Policy->User Rights Assignment
->Restore files and directories

what groups/user entries have you listed there?

(my computer lists "Administrators" and "Backup Operators")

You might want to add the user account to the list and see if that
helps.

Reboot computer if you did any changes to the list.
