Might be a per user setting eg something under
HKEY_CURRENT_USER\Software\Policies\Microsoft\Wind ows NT\SystemRestore\
as opposed to the machine wide settings. A thorough search of the registry
for 'DisableSR' ('Edit > Find' from the regedit menus, after clicking on
'Computer') may turn up fruit elsewhere.
