Debbie, you may "Think" you have removed Norton but in fact there may be
parts of it left over and running, it is often the case that security
software is intentionally made to be difficult to remove (Or something
like a virus could remove it) and you may do better to look at the
Norton website for specific instructions. What can happen is that you
remove the control panel but the firewall is still there, except now you
cannot control it. You may have to reinstall whatever you had, then stop
it from running at startup, then reboot and make sure it is not running,
then uninstall it again, or Norton may provide a removal tool.
