To begin with, make sure that the cluster service account has Full Control
NTFS permissions to the underlying file system. In addition, if you restrict
Everyone's Share-level permissions to Read only (and do not grant any other
groups Change or Full Control), then it is expected that you (or anyone else
connected to this share) won't be able to create files in the shared folder.
Identify the groups which should have ability to access the share, along
with access rights they need, and assign them either by using a combination
of share-level and NTFS permission or by fully opening the share level
access and using NTFS permissions instead...
