Is the GPO controlling the proxy settings on an OU where the user account
exists or the computer account exists, both, or neither?

My first thought that if targeting the user account the settings are changed
(lost) and not the computer account, then the issue is with a setting in the
User section of one of the GPOs affecting the machine.

Run a gpresults from the client machine while an affected user is logged on,
as well as an RSOP from the GPMC.

FYI, whenever you want to 'remove' a previosly set GPO setting, simply
disabling the GPO or moving the user or computer account from a GPO
controlled OU to a non-controller OU, doesn't do the trick. You must
literally reverse the entries in the GPO to disabled the settings.

So you're saying the setting was in the User section. If you physically
disabled the setting, and not just removed it, does it work?
