No, it doesnt. The Internet files are contained in a sandbox-isolated
from the rest of Vista.
Disabling UAC is a very bad idea. Malware will be able to run and
execute bypassing User authorization prompts, opening up the risk of
click jacking and embedded Drive by downloads and other malware. Bad
Advice there.
