Which free 'removal tools' did you download ? Did you use/install them ?
Does the error message come up when the system is first started up or is
it persistent once the system boots ?
To rule out malware as the source of the issue, *strongly* suggest you
have the system scanned by the Kaspersky Online Scanner after reading
this tutorial on how to derive the most extensive results :
