Pressing F10 is a common feature to enter Setup. The only reason for you to
do so is probably to set the CD/DVD as first boot device - if that is not
the default setting.
You are not specific in the specific steps being taken. Have you tried to
boot into Safe Mode-by use of the F8 key during boot. If the computer boots
in Safe Mode (Usually indicating a driver problem. (run System Restore
(Start>Accessories>System tools>System Restore).

Also - insert the restore disk in the drive - shut down - restart the
computer to check if disk boots or try F10 to enter setup.

try reseating youre ram chips mine did that when i put in a ram upgrade and
the new stick worked it self loose and when reseated the pc started fine
