If you still consider it a "problem", then, yes, Win7 also behaves this way.
Two suggestions:
1. Study that "huge...icon". In addition to the graphic, there is also a
line of text that says something like, "Move to Notes", or whatever
destination folder you happen to be pointing to. This is a major (in my
view) help in knowing just where the moved file/folder will end up.
2. Rather than left-click drag, use right-click drag. The appearance of
the icon will be the same, but after you release the right mouse button, you
will see a short context menu offering you the choice to Copy or Move the
item (or create a Shortcut), or Cancel.
It seems to me that both the left-click-drag and right-click-drag behaviors
are big improvements over previous Windows.
