Right-click, Properties on that Desktop icon. What are its properties?
Create a Favorite for the same page. What are its properties?
Are they the same? For another view of the same information
you could drag each icon to an open Notepad window.
Note: this assumes that in each case a *.URL file is being created.

Also, instead of using the right-click Create Shortcut command
try dragging the icon for the URL from the Address bar to the Desktop.
Repeat the above diagnostics with that case too.

Since I don't use Vista I am cross-posting this reply to a Vista newsgroup.
