What happens if you try to Run... (e.g. press Win-R and enter

control folders

Perhaps you have to do that as Administrator?
E.g. right-click on a Command Prompt start icon and choose Run As...
and then try issuing that command from cmd.exe

I don't have your OS, so I'm cross-posting this reply to a Vista NG.
