Change the color scheme and theme to Windows Classic to see if the problem
clears up, then revert to 5the XP theme and color scheme and see if the
problem is still cleared up.

There was an issue where the tool bars would appear in black. I fixed mine
through the Desktop Properties. I changed the Theme and the Appearance
selections to Windows Classic, and the toolbar colors came back.
