Usually, the "repair" function is used to fix a problem.
Because of this, the repair-wizard checks for a new version that maybe can
fix your problem.
During the installation you weren't asked because if you want the newest
version you would probably already downloaded it.
And btw you are normally asked for the newer version if you sign-in too.
