Hi
Your Cryptographic Service is most likely running fine, renaming
or deleting the Catroot2 folder is most likely what you need to
do to solve the problem.
I have created a batch file that does this for you.

Look for fixdb.bat under "Error 0x800710D9 Unable to read from
or write to the database". Download and run it.
